Harry C. Rosenberg, Chairman Emeritus
Mr. Rosenberg has been serving the surety bond requirements of a long list of distinguished clients for more than 50 years; they include Fortune 500 companies, ENR listed construction managers, contractors of all types and sizes, companies requiring a variety of miscellaneous bonds, law firms, and corporations transacting business in the international market.
He has lectured extensively, educating contractors, insurance agents, bankers, accountants, lawyers, various trade associations, insurance company personnel, and was an instructor for the Insurance Society of Philadelphia where he taught an “Advanced Bonding” class.
Harry was recently appointed by the GBCA to serve on the AGC Surety Committee. Also, he was a Director of The National Association of Surety Bond Producers for two terms and a Regional Vice President for four years. In addition, Harry has served as an elected public official in local government. Other civic endeavors include serving as President of the Rotary Foundation of Philadelphia and as a Vice President of The Union League of Philadelphia. Mr. Rosenberg graduated from the University of Virginia with a B.A. and served in the United States Army’s Intelligence Branch.

Matthew J. Rosenberg, President & CEO
Matthew J. Rosenberg is the President of Rosenberg & Parker in Wayne, PA. He oversees client and surety relations as well as internal business practices. He has over 25 years of experience as a broker and a surety underwriter.
He began his career with Reliance Surety Company in 1990 and worked in various home and branch office positions in Philadelphia, Seattle & New York. Following Reliance Matt worked for American International Group (AIG) in the Home Office of the Surety Department in New York City. Before joining Rosenberg & Parker, he worked with United States Fidelity & Guaranty (USF&G) in its International Bond Department.
Matt writes bonds for both publicly traded and privately held corporations in the energy, manufacturing, construction, technology, environmental and waste hauling industries, as well as for many other companies with bonding requirements.
Matt has presented on the topic of surety to many Risk and Insurance Management Society (RIMS) chapters from Connecticut to Florida to Hawaii. He was moderator & speaker for the RIMS National Conference in 2005 & 2006. He has also presented to other associations, corporations, and government agencies.
Matt has been active with the American Red Cross since 1995, and has been elected to serve on the Southeastern PA Chapter board. He is a graduate of the University of Virginia, and has served as President of the Philadelphia Alumni Chapter. Matt resides in Malvern, PA with his wife, Kiki, and their three daughters.

Chad Rosenberg, Principal & COO
Chad Rosenberg is a Principal of Rosenberg & Parker where he oversees client and surety relations as well as marketing and technology. Chad has over 30 years of experience as a surety underwriter and broker.
Mr. Rosenberg began his career with Reliance Surety Company and held underwriting positions in the home office in Philadelphia, and in offices in Seattle and Sacramento.
Chad writes bonds for publicly traded and privately held corporations in the energy, manufacturing, construction, technology, environmental, and waste hauling industries, and many other companies with surety requirements. In 2006, he was named as a “Power Broker” for the technology industry by Risk & Insurance Magazine.
Chad obtained a Bachelor of Arts degree in English Literature from the University of Virginia. He is a past president of his local Rotary Club and currently serves on the Rotary Youth Exchange Committee. The father of five children, Chad and his wife Jennifer reside in Chester Springs, Pennsylvania. When not writing bonds, Chad enjoys untangling his fly line from the trees and bushes surrounding trout streams throughout the United States.

Cindy Walsh, CPA, Chief Financial Officer
Cindy Walsh joined Rosenberg & Parker in May 2014 and has helped to define the R&P’s strategic directions, preparation of business plans, streamline financial and procedural polices and create monitoring and accountability systems. In her role as CFO, Cindy also oversees Human Resources and provides accounting and mentoring support for Rosenberg & Parker Canada and Rosenberg & Parker Turkey
Cindy brings to Rosenberg & Parker nearly 3 decades of experience in public accounting. Upon graduating from West Chester University in 1984, she quickly obtained her CPA license and began her extensive career in public accounting. Cindy gained valuable experience from spending several years in the auditing sector of Coopers and Lybrand, LLC, then finally settling into a 22 year career as a manager with GMS Surgent, LLC. There she worked to provide accounting and tax advice for privately held companies and high net worth individuals. Her public accounting back ground has provided Cindy with a diverse range of experience that continues to benefit in the CFO position.
Cindy is a member of the American Institute of Certified Public Accountants (AICPA), the Pennsylvania Institute of Certified Public Accountants (PICPA) and the Contraction Financial Managers Association (CFMA).
Outside of work, Cindy loves to travel and seldom says no to any new adventure. She resides in West Chester with her husband, Dan.

Elizabeth P. Cervini, Director of Surety Operations
Elizabeth Cervini joined Rosenberg & Parker in 2015 and serves as Director of Surety Operations. Elizabeth oversees the bond administration staff and helps to build relationships with our sureties and clients. She came to the company with 10 years of experience in surety underwriting. She started her career with a small agency in Pittsburgh. Moving back to her hometown area of Malvern, PA in 2008, she began underwriting with First Sealord Surety where she completed NASBP Surety School levels I & II, and handled a territory spanning Michigan, Ohio, New York, Pennsylvania, New Jersey and Delaware. In 2011, she moved to the largest privately-held surety, International Fidelity Insurance Company, where she served as Assistant Underwriting Manager for the Philadelphia regional office.
Elizabeth graduated from the University of Pittsburgh with Bachelor of Arts in English Writing. She has been a member of the Philadelphia Surety Association since 2008. She served as its President for five years until accepting a board member position with the local chapter of the Construction Financial Managers Association (CFMA). She remains active with the Surety Association as well as the Associated Builders and Contractors (ABC).
As an equestrian since the age of four, Elizabeth enjoys spending her free time riding her horse, Flicka. She currently resides in Newtown Square, PA with her fiancé and their two dogs, Cody & Skylar.

Joyce Houghton, Assistant Vice President
Joyce Houghton joined Rosenberg & Parker in 2002 and is an Assistant Vice President. She manages account, reviews bonds, and develops procedures to increase the company’s efficiency. She holds Property & Casualty licenses in all 50 states. She previously served as Director of Marketing and was responsible for the company’s involvement in the Risk & Insurance Management Society, Inc. (RIMS) conference, as well as publication of the first editions of Commercial Surety for Dummies and Contract Surety for Dummies. Prior to her role in Marketing, Joyce served as the company’s Quality Control Manager.
Joyce received a Bachelor of Arts Degree in English and Criminal Justice from the University of Delaware in 1998. She then received a law degree in 2001 from the Stetson University College of Law in St. Petersburg, Florida. She became licensed to practice law in the Commonwealth of Pennsylvania later that same year.
Joyce enjoys photography and is involved with dog rescue. She currently resides in West Chester, PA with her husband and two children.

Julie Burnet, Assistant Vice President
Julie Burnet has been a member of the Rosenberg & Parker team for over 15 years. Most of her concentration is in new business administration and transition coordination for large commercial accounts. She also provides account management to many of our clients.
Julie worked in every area of the Bond Department before focusing on transition and account management. She does not just execute bonds, but also handles renewals, negotiation of indemnity agreements, international bond placement, special projects, and many other aspects of bond program management.
As an AVP, Julie has overseen the transitions of many of Rosenberg & Parker’s largest clients. Continuously managing these accounts gives her great insight into the dynamic book of business carried by commercial accounts, the current market for Fortune 100 companies, and the types of bonds they require.
When not facilitating bonds, Julie enjoys making jewelry, practicing yoga, and spending time with her children. She currently resides in Newtown Square, PA with her family.

Melissa Hinde, Assistant Vice President
Melissa Hinde came to Rosenberg & Parker with 10 years of experience in the surety industry. She began her surety career in 2008 with First Sealord Surety where she completed NASBP Surety School levels I & II. At First Sealord she served as a Funds Control Contract Administrator and an Underwriting Assistant. In October of 2011 Melissa joined Philadelphia Insurance Companies and served the Mid-Atlantic/Metro region for both contract and commercial accounts. She provided underwriter and client support as PHLY Surety climbed to become one of the top 15 largest sureties in under 7 years.
In her role at Rosenberg & Parker, Melissa helps to service large commercial accounts, as well as contractors. She’s also involved with special projects, including streamlining internal processes. Along with assisting the Accounting Department with accounts receivable discrepancies, Melissa is part of the Bond Department quality control team.
Melissa currently serves as Secretary of the Philadelphia Surety Association in addition to pursuing her AFSB designation to further her knowledge of the industry.
Melissa graduated from West Chester University, with a Bachelor of Science in Business Management and minors in Accounting & Finance. While at West Chester University she was a member of the Incomparable Golden Rams Marching Band. She has continued with her passion for the activity by teaching color guard at many local area high schools. She currently is the Assistant Director at Upper Moreland High School in Willow Grove, PA.
Melissa resides in East Norriton, PA but can be found in Cape May, NJ on weekends in the summer with her large extended family.

Melanie F. Smith, Director of Marketing
Melanie F. Smith began her career at Rosenberg & Parker in 2007 as an Executive Assistant. After successfully planning several company events, Melanie began to add Marketing responsibilities to her role. In 2011, her role shifted to allow the majority of her time to be spent evolving the company’s brand messaging, updating print and web media, and strategic Marketing endeavors.
Melanie took the reins of the Marketing Department in 2016, becoming the Director of Marketing. Her role expanded beyond company headquarters to include Marketing collaboration and efforts for Rosenberg & Parker of Canada and Rosenberg & Parker of Turkey. She is heavily involved in corporate event planning, spearheading Rosenberg & Parker’s participation in the RIMS National Conference & Exhibition, The Philadelphia Chapter of CFMA Annual Golf Classic, and the Rosenberg & Parker Aim for Exchange annual sporting clays tournament.
In addition to her Marketing responsibilities, Melanie also heads the IT department, working with third party providers to manage and maintain company-wide technology continuity, upkeep, and innovation.
Outside of the office, Melanie is the President of her Home Owners Association in West Norriton, PA, and enjoys working with all of her neighbors to find ways to better the community. An avid animal lover, she can be found taking long walks with her two dogs Daisy May and Riggs, or playing with her two cats Benzo and Jagger.

David A. Johnson, Vice President
Dave joined Rosenberg & Parker in June of 2000. He has almost 45 years of experience in surety bonding having held key home office and field positions with The Hartford Insurance Group. His most recent position was Manager of the Pennsylvania Bond Department for The Hartford.
Dave has made a number of presentations to industry groups on bond related topics. He is an active member of The General Building Contractors Association (GBCA), the Utility and Transportation Contractors Association (UTCA), and the Associated Builders and Contractors, Inc. (ABC).
During his career, Dave has worked with hundreds of contractors of all sizes and types. His experience and insights continue to make him a valuable resource and advocate for many of these contractors.
Dave graduated from Denison University with a BA and later received his MBA from New York University.

Jack Rosenberg, Vice President
Jack Rosenberg is a Vice President at Rosenberg and Parker. He represents the 3rdgeneration of Rosenberg Producers at R&P.
Jack began his career at Susquehanna International Group, where he was an Equity Research Associate. At Susquehanna he produced fundamental financial research on publically traded Large Cap Financial and Internet companies for institutional investors. After four years at Susquehanna he Co-founded Pause, a health and wellness technology start-up focused on increasing employee wellness and productivity.
At Rosenberg & Parker, Jack is responsible for servicing new client programs, collaborating on strategic growth initiatives, as well as helping to cultivate and maintain new industry relationships. Behind the scenes, he has immersed himself in learning different facets of the business and industry. He is a member of the General Building Contractors Association (GBCA), Associated Builders & Contractors (ABC), Utility & Transportation Contractors Association (UTCA), Delaware Contractors Association (DCA), and Risk & Insurance Management Society (RIMS).
Jack obtained a Bachelor of Arts degree in Political Science from Colgate University and currently resides in Philadelphia. As a devoted Philly sports fan, he enjoys attending games for the Eagles, Sixers, Flyers and Phillies. Also an avid golfer, Jack hits the links wherever and whenever he can.

James DiSciullo, Vice President
James DiSciullo is a Vice President at Rosenberg and Parker and is the first employee working out of our newly established Beltway Office. He is responsible for building new client relationships, industry specific product development/advocacy, and launching R&P’s second domestic branch.
James began his career at Euler Hermes, where he performed extensive financial statement analysis on companies across multiple sectors, helping the firm to make better informed credit decisions. After Euler Hermes, James joined Exelon where he was responsible for managing and optimizing the collateral portfolio for their unregulated energy business. While there, James played a key role in the development and execution of Exelon’s innovative approach to utilizing surety bonds throughout the power industry.
James is an active member of the International Energy Credit Association (IECA), Risk & Insurance Management Society (RIMS), National Utility Contractors Association (NUCA), Greater Baltimore Committee (GBC), and World Trade Center Institute (WTCI).
James graduated from Salisbury University with a Bachelor of Science degree in Finance. In his spare time, James enjoys partaking with his fiancé in various recreational sports leagues around Baltimore. He also has a passion for playing golf whenever the weather allows.

Harry G. Rosenberg, Vice President
Harry Rosenberg Jr. is a Vice President at Rosenberg & Parker, part of the 3rd generation of Rosenberg Producers at R&P.
Prior to joining R&P, Harry spent over four years at The Blackstone Group in New York City, where he worked on the Blackstone Capital Markets team for the Private Equity Group, including Blackstone Energy Partners, Tactical Opportunities, Blackstone Infrastructure and Blackstone Growth Equity. Harry worked across both debt and equity capital markets assisting portfolio companies with capital markets activities ranging from LBO financings to Initial Public Offerings. During his tenure, the Blackstone Capital Markets team led IPOs for numerous portfolio companies raising over $9bn of proceeds and helped structure over $100bn of debt financings.
Additionally, Harry led the charge in optimizing Blackstone’s surety bond use and optimization, helping to drive cost savings and generate liquidity across the Blackstone Private Equity portfolio.
At Rosenberg & Parker, Harry is responsible for servicing new client programs across commercial and contract surety with a special focus on financial sponsors, collaborating on strategic growth initiatives, as well as helping to cultivate and maintain new industry relationships.
Harry obtained a Bachelor of Arts degree in International Political Economics from Vanderbilt University and splits his time between Philadelphia and New York City. Harry has a passion for Philadelphia Sports and enjoys playing basketball, tennis, and golf in his spare time.

David High, Vice President
David High is a Vice President at Rosenberg and Parker and is responsible for leading initiatives to promote R&P’s presence in the contract and commercial surety market in Greater Philadelphia and New Jersey. David is a member of the General Building Contractors Association (GBCA), Associated Builders and Contractors (ABC), Construction Financial Management Association (CFMA) and Delaware Contractors Association (DCA).
Before joining Rosenberg and Parker David spent 20 plus years in the Wealth Management and Insurance industry. David served as a Senior Vice President for Lion Street Private Client Group in the Greater Philadelphia Market where he specialized and delivered customized insurance solutions working with institutional advisors and their high-net-worth clients.
Prior to joining Lion Street PCG, David was a Senior Wealth Director for BNY Mellon Wealth Management. In this role, he was responsible for New Business Development in the Mid-Atlantic Region. Prior to that, David spent over 10 years in the Wealth Structuring Group at Bank of America Merrill Lynch as the Insurance Specialist responsible for subject matter expertise and point-of-sale support of life insurance, long-term care and disability income products for Financial Advisors and their clients in New Jersey and Eastern Pennsylvania.
David earned a Bachelor of Arts degree from St. Lawrence University in 1992. David resides in New Hope, PA with his wife Lori and their two children Skylar and Magnus.

Sheila E. Thompson, CIP, President
Sheila E. Thompson is the President of Rosenberg & Parker of Canada, Inc. With over 30 years experience as an underwriter and as a broker, she oversees client and surety relations and is responsible for the operations of Rosenberg & Parker of Canada.
Sheila began her surety career as a summer student with Harry Price, Hilborn (eventually purchased by Marsh & McLennan). She expanded her horizons as an underwriter with Chateau Insurance Company and joined Morris & Mackenzie, a privately held insurance and surety broker, in 1985. In 2006, Morris & Mackenzie was purchased by Hunter Keilty Muntz & Beatty, where Sheila was Vice President, Surety, responsible for staffing and operations of the surety department. She remained in this position when HKMB was eventually purchased by HUB in 2007 until she started Rosenberg & Parker of Canada, Inc. in 2008.
Sheila has her Principal Broker’s license with the Registered Insurance Brokers of Ontario. She has written bonds for both publicly traded and privately held corporations in the construction, manufacturing, energy savings, technology, environmental and waste hauling industries, as well as for many other companies with bonding requirements.
In addition to being a past Director and Treasurer of the Canadian Association of Women in Construction, Sheila is a member of the Toronto Construction Association (TCA), National Association of Surety Bond Producers, Construction Financial Management Association, The Risk and Insurance Management Society of Canada (RIMS Canada) as well as various construction associations. She is the past chair of the Surety Association of Canada’s Ontario and Education Committees and currently sits on the Ontario Committee. She is the only broker representative on the Canadian Construction Documents Committee’s Surety Subcommittee.
In 2016, Sheila became Chairperson for the National Association of Surety Bond Producers (NASBP) International Committee.
Sheila graduated from Trinity College, University of Toronto with a Bachelor of Arts degree. She lives in Toronto with her husband, James, and their two sons. She is an active volunteer at her church.
Brian Edmunds, Principal
Brian W. Edmunds is a principal and Vice President in our Toronto office where he oversees client relationships and sales. He specializes in international surety, commercial and contract surety including private public partnerships (PPP) and joint ventures.
Brian began his career 30 years ago with a large surety specialist Morris & Mackenzie Inc. where along with Sheila E. Thompson they built one of the largest most respected surety brokers in North America.
As a leading surety specialist Brian is well known by the largest surety companies and underwriters in the North American surety market place. He is past director of the National Association of Surety Bond Producers (NASBP) where he was chair of the International Surety Committee and co-chaired the Automation committee. A past director of the Surety Association of Canada (SAC) he has also served with many contractor groups and associations. He has presented to many construction and owner groups on topics ranging from private public partnerships, contractors default insurance, and international construction and surety practices.
As a consultant he is been engaged by private and public owners for projects such as Confederation Bridge for the Canadian Department of Public Works and Route 1 Gateway for the Province of New Brunswick. As a broker he has participated in some of the largest surety bonds ever written in North America.
Brian is married with two children and three grandchildren. He enjoys loving his grandchildren, tinkering with his classic cars and in the hunt for the ever elusive Walleye.
Meltem Bebekoglu, President
Meltem Bebekoglu is the President of Rosenberg & Parker of Turkey based in Istanbul. She is responsible from Rosenberg & Parker’s operations in Turkey and the neighboring regions, including Europe, Middle East and the CIS countries.
Meltem is a Turkish and American citizen, a highly skilled financial advisor with over 20 years of experience. She began her career in the retirement planning funds in the United States. After 9 years as a relationship manager, she has relocated to Europe and worked as a private wealth manager and an asset manager in Zurich for 9 years before relocating back to Istanbul to start Rosenberg & Parker of Turkey in 2013.
Meltem graduated from Ankara’s Middle East Technical University with a BS in Administration, and has continued her education throughout her career in Cambridge University, London School of Economics, New York Institute of Finance, the CFA Institute and NASBP Surety School.
Meltem is an active member of TurkishWIN, a global network for women and Turkish Association of Women Entrepreneurs. She is a mother of 3 and enjoys water sports and music in her down time.
